Western Cape Human Settlements MEC, Mr. Bonginkosi Madikizela used his social media status to ask a pertinent question:

“Yesterday I delivered my budget speech, there are 2 issues that got people talking from it:
1) Sustainability of free houses.
2) My suggestion to remove pre-emptive right clause preventing people from trading with their houses.

(On sustainability of government’s offer of “free” housing)
…My argument is based on the fact that with 7 million tax payers, 17 million grant recepients, free health care services, (80%) no fee schools and (over and above that) free houses.

Due to fiscal pressures, if you were to make a choice on which service to stop providing on the above, which one would be?

(On the removal of preemptive right clause)
…The preemptive right clause prevent people from entering a property market and trade with their properties. This has resulted in unintended consequences where people sell these houses informally at fraction of the cost.

Estate Affairs Industries is worth 4,9 trillion but still very much white dominated. This is one way of transforming it by including our BNG/RDP stock on the market.”

He ends by asking his followers:
“What are your views?”

Madikizela is recognized as one of the top performing human settlements ministers in South Africa, with a strong record of housing delivery during his term. Readers can send their views to his Facebook page or e-mail info@abaphumelelibc.co.za KE
